As part of the Victory Schools legislation, schools are required to conduct an assessment of the needs of students who attend the school. The needs assessment is a critical step towards identifying the specific needs at each school and will play an important role in selecting Victory School program components. The assessment must include soliciting input from the community served by the Victory school in order to identify any barriers to improving student achievement and school performance; and, include strategies to meet the needs of students at the school.

Victory Schools are required to submit a comprehensive plan to the Nevada Department of Education. The plan must:
- Include appropriate means to determine the effectiveness of the plan;
- Be based on the assessment of the needs of the students who attend the school, including soliciting input from the community served by the Victory school;
- Analyze available data concerning student achievement and school performance; and,
- Coordinate all funding and resources available to each school.
